I agree - there are mitigating factors galore but after 14 months one wonders how and why equine justice moves so slowly.

CHRB is probably getting even with Pletcher for the Mullins fiasco in the NYRA detention barn.
Mullins has numerous, repetitive drug violations in CA and his fines and days are miniscule compared to what they attempted to give Pletcher for "nothing".
