"Most" is the operative word. If more than 1/2 of the State Assembly and State Senate change hands in November, it will be a marked improvement. I'm not banking on it though. I'm pretty sure that losses will be minor, status quo will reign supreme, and the same people who bitch and complain about Albany politics will be those that voted for the incumbents in the first place.
