As a taxpayer of NY, I find selling off Aqueduct one of the less obscene ways to bring some cash into the state. This assumes the money actually benefits the taxpayers, not a bunch of corrupt politicians.

Does it make sense?? Yes...Why?? if you are going to race in the winter you cannot race at Belmont..Impossible..Track is designed to make such an experience HORRIBLE.Public Transportation is nil for Belmont..Not predicting it is going to get better most likely it will get worse. Barns woefully short should Aqueduct be down...The money would go right back into the greasy palms of the scumbags who killed the industry in the first place.
It will be much, much cheaper to winterize Belmont than fix the dilapidated Aqueduct grandstand.
