Saratoga, looks like the 1950s with the vinyl web chairs. My Mom had some for the yard.

Saratoga steeplechase, date unknown, but I remember a water hazard at Belmont when I was a kid.

Saratoga start, 1920s no doubt from the multitude of straw "boaters" on the guys' heads. Before the starting gate, a mesh net would be yanked up in front of the field for a start. Before that horses would start from a cold standing start. In the upper left you can see the "water hazard" for steeplechase racing with just one turf course in front of that.
